Joseph Heller. In the novel, Catch-22 refers to a parodoxical Air Force rule by which a pilot is considered insane if he keeps flying combat missions without formally asking to be relieved, but if he does ask to be relieved, he is judged sane and must keep flying. It is derived from catch 'a hidden difficulty'.
Catch-22 has a number of closely related senses in English. The most common is probably the one in Heller's novel: 'a frustrating situation in which one is trapped by contradictory regulations or conditions'. For instance, if you're an unpublished author, and you can't get published without an agent, but you can't get an agent until you've been published. Another sense is 'any illogical or paradoxical problem or situation; dilemma': if you don't exercise, it's bad for you; if you exercise in the polluted city, it's also bad for you. Other senses follow the same general pattern of 'an unfortunate situation that is against some normal expectation'.
The original story from which the novel grew was published in 1955 under the title "Catch 18." The free use of the expression Catch-22 began around 1970.
